Unlicensed individual, Richard Arthur Avraham Aryeh Rifkin, operating and illegally advertising Architectural Service Chain in several locations in California and Nevada. Rifkin has not complied with the licensing laws and regulations governing the architect, engineer, or loan officer professional practice in any U.S. jurisdiction.

Bait & switch Richard Arthur Avraham Aryeh Rifkin will say he is waiting on a loan to pay employees and consultants then never pays. Property owners beware Richard Arthur Avraham Aryeh Rifkin is uneducated, unlicensed, unqualified to perform Architecture, Engineering, or Loans avoid this fraud. Do your research.

BEWARE! RUN! I paid these con artists thousands and got nothing in return. Aryeh talks big and can't deliver. They charged me for work that was never done. SKSI doesn't have any license to practice architecture! They prey on ignorant homeowners. The Glendale City Attorney needs to get involved.

I am in the process of obtaining permits for my ADU. Having set an appointment to evaluate my needs, I was presented with a contract for $2,500 for plans and filing which not only could be done for far less, but is only a first step in a longer process I stated I needed prior to setting the appointment.

When I asked for an estimate for the entire project I was told they did not provide those services. Nor could they recommend anybody.

It makes little sense to not have plans / permits handled by the contractor(s) doing the actual work.

Simply doing / filing the plans is not productive given the city requirements and need to be up to current code. When I pressed again for any professional opinion about the entire project I was told he wouldn't even measure/estimate without a payment.

He also became angry with me and asked why I set an appointment if I wasn't ready for him to get to work. The last was the most absurd part - he is in a business where one choose from among professionals who can provide the services. He couldn't even do what I needed, even though I was clear on the phone about my needs.

This was a waste of my time, and for him to get angry because I wasn't ready or willing to have him start work immediately upon the consultation is wholly unprofessional.

You can also research the owner online. He has a history of aggressive legal behavior when he feels wronged and frankly, is simply not a nice guy, his compelling and sympathetic health background notwithstanding.

I paid this company over a year ago as they claimed they had my plans completed in the city. it was all a lie, they have done nothing. Be very careful. Employees do not last very long at this business, they all have told me they start working and he does not pay their salary.
